Photography is about capturing a moment in time. It is a medium through which we can record a scene and engage the viewer. Weather is one of the strongest elements one can use to engage the viewer.
The image above is a typical street scene, however by including the water puddle with rain ripples and the lady with the umbrella, the scene becomes "real", the viewer feels the presence in the scene. The trick to shooting in bad weather is to include the little details (rain drops, puddles, reflections on the ground, umbrellas, etc).
